Fishing glitch? Empty Fishing glitch?

I have 56 fishing, but i cant catch lobsters with a cage. I tried all cage fishing spots. any advice?

Fishing wasn't meant to be trained, even though it was included in the base; there is no official way to do it yet. Once officially added, it will be easier.
